GAO is the acronym for the US Government Accountability Office in Washington, DC.  It is supposed to be an independent agency within the legislative branch that provides auditing, evaluation, and investigative services for the US Congress.  Most importantly, it is the supreme audit institution of the federal government of the United States of America.
