A 15-year-old has been arrested in connection with the fatal stabbing of a 78-year-old man in East St. Louis after investigators identified the juvenile during a homicide investigation that also included the review of surveillance footage showing a person wearing a clown costume. Prosecutors are seeking to have the teen tried as an adult while Illinois State Police continue investigating the case.

Illinois State Police Arrest 15-Year-Old Suspect

EAST ST. LOUIS, IL – August 6, 2026 (STL.News) Illinois State Police have taken a 15-year-old into custody following the fatal stabbing of 78-year-old John Wesley Allen Sr. of St. Louis.

The investigation began shortly after 10 p.m. Monday when East St. Louis police officers responded to reports of a body lying in or near the roadway at North 76th Street and State Street. Allen was pronounced dead at the scene, and the St. Clair County Coroner later determined he died from multiple stab wounds. Illinois State Police subsequently assumed the investigation and identified the juvenile as the suspect before making an arrest at a residence.

Surveillance Footage Becomes Key Part of Investigation

The investigation attracted widespread attention after surveillance video circulated online showing an individual wearing a clown costume in the neighborhood before the homicide.

Illinois State Police have confirmed they are collecting and reviewing all relevant surveillance footage, including video showing the suspect dressed in the costume. Authorities have not publicly stated that the clothing itself is connected to the motive for the killing, only that the footage forms part of the ongoing investigation.

A Ring doorbell camera from a nearby residence captured a person in a clown costume approaching the home shortly before the victim was found. The video appears to show the individual making a brief statement before leaving the property. Investigators have not released additional details about the recording or explained whether the residence was connected to the victim or the homicide.

Neighbors also told local media they saw someone matching the clothing description walking through the area while carrying what appeared to be a large knife before Allen’s body was discovered. Those witness accounts have been reported publicly but have not been independently confirmed by investigators.

Prosecutors Seek Adult Court Proceedings

The St. Clair County State’s Attorney’s Office has filed a petition requesting that the juvenile be prosecuted as an adult.

Because the suspect is 15 years old, authorities have not released the teen’s identity. A judge will determine whether the case will remain in juvenile court or be transferred to adult criminal court.

Motive Remains Unknown

Investigators have not released a motive for the stabbing or disclosed whether the victim and the suspect knew one another.

Illinois State Police continue collecting surveillance video and other evidence while asking anyone with information related to the homicide to contact investigators. The agency has not announced additional arrests or charges.

Violent Crime Continues to Challenge the Region

The homicide adds to a year in which communities across the St. Louis metropolitan area have continued to experience deadly violence. Fatal crimes have occurred in multiple jurisdictions on both sides of the Mississippi River, including St. Louis, East St. Louis, St. Louis County, Madison County and St. Clair County. Because each police department and sheriff’s office maintains its own crime statistics, there is no single official year-to-date homicide total for the entire St. Louis metropolitan region. Law enforcement agencies routinely work together through regional task forces and mutual-aid partnerships to investigate violent crimes that cross jurisdictional boundaries.

Investigation Ongoing

The investigation remains active as detectives continue reviewing surveillance footage, interviewing witnesses, and processing evidence. Prosecutors are expected to move forward with court proceedings to determine whether the juvenile suspect will face trial as an adult.

Authorities have urged anyone with additional information or surveillance video from the area around North 76th Street and State Street on the night of the homicide to contact Illinois State Police.
