St. Louis County voters have rejected Proposition U, a ballot measure that would have authorized a countywide local use tax on qualifying out-of-state purchases. LOUIS COUNTY, MO – August 6, 2026 (STL.News) – St. Louis County voters have rejected Proposition U, defeating a measure that would have authorized a countywide local use tax at the same rate as the county’s existing local sales tax. The proposal failed during the Aug. 4, 2026, primary election, marking the second time in four years that county voters have turned down a similar measure.

Proposition U Defeated by Wide Margin

Unofficial election results showed that approximately 35% of voters supported Proposition U, while about 65% voted against it.

The measure would have allowed St. Louis County to impose a local use tax on qualifying purchases from out-of-state sellers where an equivalent local tax was not already being collected. The tax rate would have automatically matched the county’s existing local sales tax rate, adjusting if the local sales tax changed in the future.

The defeat means no changes will be made to the county’s current local use tax structure.

What Proposition U Would Have Done

Although frequently described as an “online sales tax,” Proposition U was legally a local use tax.

Missouri’s use tax is intended to complement the existing sales tax by applying to certain purchases from out-of-state retailers when the equivalent local sales tax is not already collected. Since the U.S. Supreme Court’s 2018 South Dakota v. Wayfair decision, many major online retailers already collect Missouri sales taxes, but the proposed county use tax was designed to capture qualifying transactions where local tax was still not being remitted.

County Estimated More Than $110 Million in Annual Revenue

Supporters estimated Proposition U would generate at least $110 million annually, with approximately $70 million flowing to St. Louis County’s general fund. The remaining revenue would be distributed among municipalities and other local taxing districts that share countywide sales tax revenues under Missouri law.

County officials argued the additional revenue would help address structural budget challenges without increasing property taxes or reducing essential public services.

Supporters Argued It Would Help Local Businesses

Supporters, including the Municipal League of Metro St. Louis and several local business owners, said Proposition U would modernize the county’s tax system and help create a fairer competitive environment for brick-and-mortar retailers.

They argued that local stores collect county sales taxes on purchases made in person, while some qualifying remote transactions are not subject to the same local tax collection, placing local businesses at a competitive disadvantage.

Opponents Raised Concerns About Higher Taxes

Opponents characterized Proposition U as a tax increase for consumers and questioned whether St. Louis County should seek additional revenue before addressing spending priorities.

Critics also noted that roughly one-third of the projected revenue would be distributed to municipalities and other taxing districts rather than remaining exclusively with county government. Others argued voters were being asked to approve a new revenue source without a detailed spending plan.

County Faces Ongoing Budget Challenges

The outcome leaves St. Louis County without a significant new revenue source as officials continue addressing long-term budget pressures.

Supporters have warned that rising operating costs and declining revenue growth could require future spending reductions or additional revenue measures. County officials have indicated they will continue evaluating options to maintain essential government services while balancing future budgets.

Whether another countywide use tax proposal appears on a future ballot remains uncertain.
