Arkansas Governor Intent to Grant Executive Clemency

Little Rock, AR (STL.News) Governor Asa Hutchinson announced his intent to grant 15 pardons and one commutation. An additional 67 clemency requests were denied and one had no action taken upon them.  These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements, and paid all fines related to their sentences.  There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

  • Gregory R. Aud (Arkadelphia): Possession of Pseudoephedrine with Intent to Manufacture (D Felony) (CR-2005-002134), Possession of Pseudoephedrine with Intent to Manufacture (Revocation) (D Felony) (CR-2005-002134), and Battery 3rd Degree (Misdemeanor) (C-2013-1421).

This notice is issued based on the dates of conviction (2005 – Pulaski County, 2006 – Pulaski County, 2013 – Clark County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

  • Keenan Camp (Pine Bluff): Manufacture of a Controlled Substance (Crystal Methamphetamine) (Y Felony) (CR-2002-22) and Possession of Drug Paraphernalia w/Intent to Manufacture a Controlled Substance (Crystal Methamphetamine) (B Felony) (CR-2001-34), Criminal Attempt to Manufacture a Controlled Substance (A Felony) and Possession w/Intent To Manufacture (D Felony) (CR-2001-684-2).

This notice is issued based on the date of conviction (2002 – Cleveland County, 2002 – Jefferson County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations.  There are no law enforcement objections to the application.

Governor Hutchinson intends to grant a commutation of sentence to the following people:

  • Alvin R. Williams (ADC #106363): Murder-1st Degree (Y Felony) (1994-1676).

The governor has given notice of his intent to commute the sentence of Alvin R. Williams, who was convicted in Pulaski County in 1994 for the above offense, from Life in the Department of Correction to making him immediately parole eligible.  There are no law enforcement objections to the application.
